DHS builds a culture of preparedness

When hurricane Irma struck the state of Florida, the Florida Panthers were in the frontline in offering help to the affected citizens. The Panthers employees and volunteers went out to distribute food and other basic items to disaster victims. The team together with its sponsor was able to assist over 20, 000 victims with hot meals. The action of the Panthers made other organizations such as South Florida Ford to come out and help the victims. In this case the Florida Panthers were among the first responders. They used the capabilities they had to help their fellow state citizens before the government help came

The Florida Panthers did what other community organization should do in case of a disaster in their surroundings. But, for a community, faith based or private organization to help the community around it must have a heart for the community around it. The DHS should build capacity in community organizations in all states so that in case of a disaster like hurricane Irma, individuals and these groups can be in a position to respond before the state and the Federal government comes to the scene

When a disaster strikes the first responders are the people around. This may be individuals, community organizations and private entities. The Department of Homeland Security has identified the role these first responders play in disaster response and recovery and it is offering free training to them. These training are meant to help these groups to know what to do in case of a disaster. In most cases, the first responders enter into the disaster zone without proper protective equipment’s and knowledge. This can worsen the situation as the responders can also perish in the disaster zone. For example, if the disaster had radioactive, chemical and biological reagents the responders may inhale or touch them and as a result perish together with the disaster victims

The DHS trains community groups, faith based organizations and private entity employees on how to respond to a disaster in a safe way. The groups are taught to survey the disaster zone before entering inside it. They are reminded to ensure they have protective gears. They are trained on basic first aid, home maintenance and how to be prepared for an emergency incident. These groups work hand in hand with professional responders in case of a complex disaster. They are allowed to handle minor cases as professional responders attend extreme cases

The DHS is using resources it has to build a culture of preparedness in communities. This goes a long way in mitigating disasters and lessening their impacts. The communities are assisted in strengthening their structure before a disaster like a storm or hurricane strikes so as to reduce destruction of properties and loss of life. The DHS is aware that disasters can overwhelm government agencies and thus the community preparedness can help in saving citizens when a disaster occur.
