Availability refers to the up time of the system, that is, is there a time block when the system will not be needed. For example, an organization can decide that the system will only be available during the business working hours (9:00am – 5:00pm).
For the case of MTC one factor will necessitate the system to be available 24/7. The MTC want to hire the best minds across the globe in order to have competitive advantage and achieve its goals.
Therefore, if the system has time blocks it will block some people who may be having the expertise the MTC wants from applying the available consultancy jobs. This is because of the geographical time variances.
The system should be available 24/7 to allow people in different locations to access it at their own time. This will help the MTC in getting a pool of applications that can be screened and best talent chosen from.
