Think of a situation where the contain is carrying perishable items. Three months at the port of entry is a long duration for commodities, some expire, others be devalued and others will find the market either saturated with local products or customers tastes and preferences will have changed.

CBP need to employ not only scanning and screening technologies but also enough staff (Howells, 2021).
