There are emerging issues that can make a process to be optimized and instead of the process taking short time it ends up taking longer duration. For example, in the military training the process may have been shorter in the past but upcoming issues that poses a threat continue to swell.
In such a situation, any change that may happen to the process will tend to lengthen it to accommodate emerging challenges.
For instance, there are technologies like artificial intelligence, hypersonic weapons, quantum technology, lethal autonomous weapons and biotechnology that have been of interest to the military, if they are incorporated in the training then the process will be longer.
