The Katrina hurricane; Public v. Private Facilities

The Katrina hurricane broke communication systems and delayed the military response. Should we blame the military for relying on usual communication methods or we should accept it as a natural disaster that was beyond control?

Remember, the private entities were using satellite communication since they were prepared for it. The military did well, though, not as it was expected. Private hospitals were airlifting the patients who were caught by the disaster in their hospitals, who was doing it in the state managed hospitals?

The Charity Hospital which was a public facility in the area did not come back after the hurricane. How many patients do you think lost their lives during the storm in that facility?

Take into consideration the negligence in public health facilities. Do you think the medics continued to attend to the patients in the midst of the storm? On my part I think the hospital employees sought ways to rescue themselves.
